Why transformation so often becomes “More of the Same”

Despite the best of intentions, many organisational transformation efforts leave leaders and employees frustrated. Initiatives that begin with the promise of breakthrough end up delivering minor tweaks. Structures remain siloed, behaviours revert, and change efforts exhaust rather than energise. The paradox? Much of this failure is the result of solutions that inadvertently reinforce the very patterns they aim to disrupt.

Systems theorist Paul Watzlawick observed that people tend to solve problems by doing more of the same, even when those strategies are what’s maintaining the problem. In his book The Language of Change, he explored how we are often trapped not by the problem itself, but by the logic of the solution we bring to it. He and colleagues at the Mental Research Institute drew a crucial distinction between first-order change (change within a system’s existing rules) and second-order change (a transformation of the rules themselves). Most transformation efforts fail because they unwittingly try to transform without stepping outside the very system they are trying to shift. In other words, the attempts to change are expressions of the existing rules.  These reinforce the status quo rather than bring about a transformation in the system.


Seeing Systems, Not Just Parts

The systems theorist Stafford Beer made a similar observation. He observed that organisations are not collections of independent parts, but complex, interdependent systems of information and feedback loops. For a system to adapt, it must be able to see itself, which means developing ways to gather feedback not just on operational performance, but on how decisions, structures and behaviours reinforce particular outcomes.

Yet most organisational transformations are driven by linear, mechanistic thinking: define the problem, assign responsibilities, fix it part by part. How often have you experienced transformation workstreams that are often disconnected from each other and overlook interdependencies?

Linear thinking appeals to our need for clarity and control. But in complex systems, local optimisation can produce system-wide dysfunction.

An Example: Fragmented Integration
Take the case of a global corporation seeking to integrate its operations across business units and functions. The aim was to improve customer experience by integrating across its businesses, products and services.  This would happen by moving from a siloed operating model to a more connected and collaborative one.

The transformation programme was structured sensibly enough: senior sponsors were appointed in each business unit to lead diagnosis and change, supported by one of the large consultancies. Working groups within each unit tackled known pain points, from outdated systems to unclear governance. Communication campaigns were launched locally to build buy-in.

But a year in, frustrations mounted. The units that had made changes now felt out of step with the rest of the business. Those not yet involved felt left out and sceptical about the ‘real’ agenda. Functional leaders expressed concern that the new ways of working conflicted with established processes. Furthermore, the short-term pressures to deliver this year’s financial targets meant each business prioritised today rather than look after the longer-term aims of the corporation.  Rather than building integration, the programme had deepened fragmentation. The problem wasn’t that the teams weren’t committed, it was that the whole system hadn’t been engaged. Each change effort had been locally rational, but systemically incoherent.

This is a classic case of “more of the same” thinking: treating a whole-system challenge through the lens of individual parts. By focusing on change within each unit, the effort preserved the deeper assumption that business units are the primary building blocks of the organisation, thus reinforcing the very siloed logic the transformation aimed to overcome.


The Patterns Behind the Patterns

This kind of outcome is not accidental. All human systems are shaped by repeating patterns, in roles, relationships, structures, and beliefs. These patterns have deep roots: they are how the system maintains coherence, reduces anxiety, and preserves identity.

When a transformation effort fails to see these patterns, it risks becoming part of the system’s defence, offering solutions that make the problem more entrenched. For example, a programme to increase agility that adds new layers of governance, or a cultural change initiative that imposes fixed behaviours without attending to power and fear.


How to Disrupt the Pattern: Four Disciplines of Transformative Change

How, then, can we avoid reinforcing the status quo in the name of change?

Here are four systemic disciplines drawn from Watzlawick, Beer, and other systems thinkers:

  1. Learn to see patterns that repeat
    Notice not just events or issues, but recurring interactions, decision rules, and organisational reflexes. Ask: What’s the pattern here? What keeps happening again and again?
  2. Become aware of how we participate in the pattern
    Systems don’t just exist “out there.” We are part of them. Leaders, teams, and consultants alike need to reflect: How do our responses, assumptions, or actions help maintain the very pattern we want to shift?
  3. Act creatively about how to step outside the dominant Paradigm
    This often means challenging the unspoken rules of the game,where authority lies, what is considered “rational,” or how value is measured. It requires second-order thinking: shifting how we define the problem, not just solving it better.
  4. Observe and Learn From What Happens with Others
    Systems are collective patterns. Real change happens when the system senses and sees itself, when different parts come into dialogue and recognise their mutual impact. Transformation efforts should create spaces for shared reflection and iterative learning, rather than top-down rollout.


In Conclusion

Meaningful transformation means changing the way change happens. That begins not with better plans or harder work, but with deeper awareness and seeing. As Paul Watzlawick warned, “the belief that one’s own view of reality is the only reality is the most dangerous of all delusions.” If we want to create different outcomes, we must begin by seeing the system as it is, and ourselves within it.
